Complex Regulatory Amendments & Operational Directives
Key Technical Amendments Explained
In-Match Slow Over Rate Penalties
Traditional monetary fines have been replaced by real-time tactical consequences. If the fielding team fails to be in position to bowl the first delivery of the final over by the scheduled innings cutoff time, exactly one fewer fielder is permitted outside the 30-yard circle (a maximum of 4 instead of 5) for all remaining overs.
Read Playing Conditions →60-Second Stop-Clock Between Overs
To eliminate dead time, a strict 60-second digital countdown runs between the completion of an over and the bowler starting their run-up for the next over. Umpires issue warnings for the first two breaches; a third breach in an innings results in a mandatory 5-run award to the batting side.

The tournament strictly applies the 15-degree elbow extension limit. If cited by match officials, the player must undergo 3D biomechanical testing with motion-capture sensors within 14 days. If the angle exceeds 15°, the bowler is suspended from bowling in all division cricket until remediated.

To protect against inside information leaks and spot-fixing, players and team officials must surrender all smartphones, smartwatches, and wireless transceivers 60 minutes before the toss. No internet-capable device may enter dressing rooms or dugout areas.
